How do we distribute responsibility – and who bears the consequences – of a changing climate? Who does what, and who pays before, during, and after the next flood?
Welcome to a panel discussion on the distribution of responsibility related to properties, climate adaptation, and extreme weather. After the floods in Gävle in 2021, costs were estimated at 400 million SEK, with 6,830 damage-related claims reported. What responsibility do property owners have to climate-proof their buildings? What responsibility do insurance companies bear for damages caused by extreme weather? And what is the role of banks, when properties often form the basis for loans? If no one pays – who does?

From 17 October to 2 November, ArkDes presents Prepared – a programme series on preparedness, climate adaptation, and resilient urban planning. At Torget, visitors will encounter the Lift House, a temporary installation designed by Ulf Mejergren Architects ↗, drawing on research into climate adaptation from Linköping University. Visitors can explore the Lift House on Torget during regular opening hours from 15 October, even outside the program events.
